At the outset of the session, the King briefed the cabinet on telephone contacts with President Donald Trump of the United States of America during which latest developments in the region were discussed and President Recep Tayyip Erdogan of the Republic of Turkey and King Hamad bin Isa Al Khalifa of the Kingdom of Bahrain during which bilateral historical, distinguished and close relationships were asserted with the keenness of all to strengthen and develop them.
The Cabinet welcomed the announcement by the Presidency of the Republic of Turkey to respond to the request of the Kingdom to form a joint working team bringing together specialists from the two countries to reveal the circumstances of the disappearance of Saudi citizen Jamal bin Ahmed Khashoggi in Istanbul, Republic of Turkey.
The Minister of Media Dr. Awwad bin Saleh Al-Awwad said in his statement to the Saudi Press Agency (SPA) following the session that the Cabinet expressed its appreciation to all Islamic, Arab and friendly countries and Arab and international organizations, parliaments and authorities as well as to the wise people around the world who have preferred wisdom, deliberation and the search for truth instead of rushing and seeking to exploit rumors and accusations.
The Cabinet also discussed the International Monetary Fund (IMF)’s estimates on increasing the growth rates of the Kingdom’s economy in the World Economic Outlook’s Report 2018-2019 to reach 2.2% and 2.4%, respectively, and it demonstrates the effectiveness and positive impact of economic reforms and financial measures being taken by the Kingdom in accordance with Fiscal Balance Program within the framework of Vision 2030.
The Minister of Media stated that the Cabinet pointed to the Kingdom’s assertion before the United Nations in New York of its commitment to the provisions of the Charter of the United Nations and the principles of international legitimacy as the two cornerstones of its foreign policy and the Kingdom’s support for the contents of the statements of the Arab Group and the Non-Aligned Movement so as to achieve the goals of the elimination of nuclear weapons, and to recognize the fact that the international community needs to adopt the existing treaties and legal and ethical frameworks aimed at reaching a nuclear-weapon-free world, particularly in the Middle East.
The Cabinet reviewed latest developments at regional and international arenas, reiterating the Kingdom’s strong condemnation of the bombing and suicide attack targeting two election rallies in Takhar and Lashkargah Provinces, Afghanistan, the bombing of an explosive device in a school in Mandera, Kenya, and the two terrorist bombings in Baidoa, Somalia, expressing its condolences to the families of the victims, and the governments of Afghanistan, Kenya and Somalia, wishing the injured a speedy recovery, assuring the Kingdom’s firm stand and rejection of all terrorist acts’ forms and manifestations.
Dr. Awwad bin Saleh Al-Awwad stated that the Cabinet reviewed the topics on its agenda, including some co-studied by the Shura Council and decided the following:
The Cabinet authorized the Minister of Energy, Industry, and Mineral Resources – or his deputy – to discuss with the Iraqi side a draft memorandum of understanding between the Ministry of Energy, Industry, and Mineral Resources in the Kingdom of Saudi Arabia and the Ministry of Industry and Minerals in the Republic of Iraq, sign it, and submit the final version to complete formal procedures.
The Cabinet authorized the Chairman of the Board of Directors of the General Sport Authority – or his deputy – to discuss with the Filipino side a draft memorandum of understanding in the field of youth and sports between the General Sport Authority in the Kingdom of Saudi Arabia and the Philippine Sports Commission in the Republic of Philippines, sign it, and submit the final version to complete formal procedures.
The Cabinet approved the regulations for the work of productive families and transferring the productive families program from the Agency of the Ministry of Labor and Social Development for Social Security to the Social Development Bank, and transfer the vocational training program for women from the Agency of the Ministry of Labor and Social Development for Social Development to the Social Development Bank.
The Cabinet approved promotions and appointments as follows:
1-Promoting Mansour bin Abdulaziz bin Ibrahim Al-Suwaidan to Administrative Adviser post at 15th rank in the Ministry of National Guard.
2- Promoting Engineer Khalid bin Abdullah bin Ahmed Al-Dukan to Electrical Consultant Engineer post at 14th rank in the Presidency of General Staff (General Directorate of Medical Services of the Armed Forces) in the Ministry of Defense.
3 – Promoting Khalid bin Mohammed bin Saif Al-Seif to administrative consultant post at 14th rank in the Ministry of Defense .
4 – Promoting Saleh bin Mohammed bin Abdullah Al-Baradi to Assistant Undersecretary of Rights post at 14th rank in the Governorate of Qassim region.
5- Promoting Ibrahim bin Abdulrahman bin Abdullah AlArifi to Director General of Administrative and Financial Affairs post at 14th rank in the General Directorate of Border Guard.
6- Promoting Saud bin Abdullah bin Mohammed Al-Mazroue to Administrative Adviser post at 14th rank in the Ministry of National Guard.
7- Promoting Hamoud bin Abdullah bin Hamoud Al Khudair to Director General of Deputy Minister’s Office at 14th rank in the Ministry of National Guard.
8- Promoting Abdulaziz bin Zuman bin Abdullah Al-Zouman to 14th rank in the Ministry of National Guard.
9- Appointing Dr. Ahmad bin Mohammed Ahmed bin Hassan AlAnsari as Assistant Undersecretary for Environmental Affairs at 14th rank in the General Authority of Meteorology and Environmental Protection.
10- Appointing Nawaf bin Said bin Ahmed Al-Maliki as Minister Plenipotentiary at the Ministry of Foreign Affairs.
The Cabinet was briefed on a number of general topics on its agenda, including the annual reports of the General Authority of Meteorology and Environmental Protection and Communications and Information Technology Commission about two previous fiscal years and issued its instructions in this regard.
